- New and updated language for compliance with the 2025 Debanking Executive Order
- The renaming of the High Risk Business Loans section, and clarified approval conditions
- Strengthened underwriting expectations for CRE – including the requirement to obtain projected financial statements alongside rent rolls when historical financial information is not available.
- Enhanced stress testing guidance to include non monitored business lines of credit
- Expanded requirements for global cash flow analysis to ensure conformity with NCUA Regulation 723.4
- Key Risk Rating & Review enhancements, such as:
- Treatment of rating overrides as policy exceptions (an examiner hot-button)
- Updated guidance on turnover risk for CRE
- Identification of industry risk for C&I lending
- Language prohibiting approval of new loans rated Special Mention or worse without a government guarantee
- Clarification on risk rating construction loans in the construction phase
